I have put together a list of my favorite (and least favorite) ships and explain why I like or dislike each one.
First up, absolute best value for a high alt player.
31st century ship pack, 3 ships, a battle cloaking raider, a tactical orientated science vessel and a battle-cruiser-esque dreadnought. This pack (when on sale) is in my mind the best single ship purchase you can get at time of writing. If you have lots of alts, you will find a home for every ship in this pack.
On to the individual ships in the pack.
The raider, if you play FED or ROM, you will not get any other chances to get a ship with raider flanking to-date, and to top that off, the 31st century raider is better than any KDF BOP. This is due to the Temporal Operative seating available, the Temporal Operative space abilities are very good right now. I am quite fond of Timeline Collapse right now.
The science vessel, if you play ROM or KDF, this is one of the VERY few science vessels that are available, and in my opinion, the best science vessel available to ROM and KDF. The boff seating and consoles are laid out very close to the vesta, which was regarded as the best science vessel at all for a long time.
The dreadnought, it is a very good ship, not as good as an arbiter/kurak mind you, but VERY close. If you are on a budget, this will defiantly beat out the arbiter/kurak for the fact that the dreadnought is cross-faction and you only need to buy it once vs buying it 3 times (Arbiter/Kurak/Morrigu).
Second on the list is the Arbiter/Kurak. (The Morrigu isn't on this list as it is slightly different from the Arbiter/Kurak and I haven't tested it yet.)
The Arbiter and the Kurak are essentially the same ship, they have the same boff seating, the same console layout, the same hull amount, and even the same cruiser commands. The only thing different between the Arbiter and Kurak is the Kurak has a built in cloak. These ships are both hard-hitting and durable, just about anyone will be able to have fun with these.
Third is the Khopesh Tactical Dreadnought Warbird, Cryptic took the already OP Scimitar and made it more OP. If you only play ROM and this is going to be your first ship purchase, get this one.
Forth is the phantom intel escort, nice boff and console layout with built in cloak.
Honorable mentions.
If you are on a really tight budget, there are 2 recommended ships.
(If you play FED) Tactical Escort Retrofit, it's a 1600 zen (on sale) 't5' (it's more like t4.5) but it comes with a cloak console, it's not great, but if you want great, you need to save some more.
(If you play KDF) Vandal Destroyer, it's 800 zen (on sale), the ship it's self is trash, but the console is invaluable.
Poor value ships.
Advanced Heavy Cruiser Retrofit, I don't know what cryptic was thinking about this one, it has really bad boff seating with 3 eng boff slots. It's only redeeming value is it's transwarp ability.
Dyson Science Destroyers, these used to be one of the very few science vessels for KDF and ROM, at the time they were 'okay' at best, now, they are total trash - DO NOT BUY. Get the 31st century science vessel instead.
Hall of shame.
All of the winter, summer, and anniversary ships.
These ships are actually quite good, but the fact that cryptic decided to make these 'exclusive' is what really kills them. The breen carrier is one of the best, if not the very best, carriers in the game, but that doesn't do anyone who hasn't been playing for year any good.
If anyone says that you need one of the winter, summer, or anniversary ships to be good, they best be ignored.
