So it would seem that our starbase projects are being held up not by Fleet Marks as we thought they would be, but by the huge number of Duty Officers required for some of these projects is turning out to be a bigger holdup for us.
There are a couple of things we can do to alleviate some of these issues, and I'll go through them here.
Number one, is that when selecting the next project, there will always be two options for each branch (military, engineering and science). One of those two branches will have a Dilithium requirement, and a single slot for Duty Officers. The other has 2 slots for Duty Officers, and requires more than double the number of duty officers than the other project. Choosing the project with the lower number of Duty Officers would make it easier for our members to meet the requirements faster without crippling their ability to send their Duty Officers on assignments, and allow us to get those projects underway more efficiently.
Number two is a discovery that Janus made, and that is that we can force Klingon Duty Officers to work on our Starbase Projects. I assume this will assist with the war effort as well, since those projects seem to be very dangerous, as none of the Duty Officers I send ever return alive. The reason this is valuable knowledge is because on the Exchange, Klingon DOffs can be bought for substantially less EC than equivalent Federation DOffs. These Klingon DOffs can't be used for normal assignments, but since we want to use them as fodder for our starbase projects, they will serve that purpose.
The third thing that everyone should know but most people don't, is that you can requisition new duty officers every 3 days! Starfleet Academy graduates a new batch of common officers every 72 hours, and you can pull some strings to have them assigned to your ship by talking to the Personnel Officer in the northwest most building on the Academy Grounds (In the same Kiosk as Lt. Ferra). The Personnel Officer offers up 5 types of Duty Officers for reassignment to your ship, and you can do all 5 of the assignments every 3 days, which will end up giving you ~10 new common duty officers every 72 hours if you keep on it. Those new duty officers can be donated to the starbase projects if you don't need them, OR you can reassign 5 of your common officers for a random uncommon officer.
